I appreciate the information provided, but it is not the responsive information. What I am asking for are all available details on each citation issued by the system. What was provided was a statistical summary of citations.
 
As offered in your letter, I would appreciate you contacting Redflex to request the responsive data. Redflex will be familiar with my request as I have lodged similar requests to all cities in Dallas County with red light camera programs, several of which are run by Redflex.
 
Please further note the following:
  • The request is for data in electronic form.
  • Texas Attorney General Open Records Decision OR2010-08825 (link), which in a nutshell states that data stored by Redflex on Coppell’s behalf is still subject to TPIA.
  • Because I am a student researcher who is only collecting the data for statistical analysis, who will not redisclose the data, and will not use it to contact individuals, normally non-disclosable data is in fact releasable to me. This is made clear in Texas statutes and federal code. I can clarify if more details are needed.

Received email from Cynthia M. Olson, legal Assistant to Darrell Noga, apparently an attorney representing Coppell. The email contained a PDF scan of a letter from Darrell.

The letter had these points:

  • Coppell stands by its prior rejection of my open records request as it does not believe it has the data on hand.
  • Coppell is able to produce certain statistical summaries and reports of rejected citations (i.e., violations detected by the system that were administratively rejected before they were mailed out to motorists).
  • Coppell would be happy to contact Redflex to request the information.

Received latest data from Coppell. Is in Excel spreadsheet, but data was cut off at 1/21/2009. Coppell used the legacy Excel file format, which is limited to 65,535 rows. Emailed Rosie asking for new spreadsheet.

Rosie responded with "My apologizes for the delay,   I will look into this immediately. You should have received all violations to date beginning  January 1, 2005 ( we are only required to keep records five years back).   I have no idea why we have had such a problem submitting this information."

Later she wrote that she verified the CD and that it went out that morning.

She wasn't sure about how to comply with the request and thought a printout would be necessary. I shared how other cities have been able to create direct electronic dumps of their data through various means. She will check with the judge (and others?) and see how to comply with the request.
