Had some interaction with Travis Scruggs (travis.scruggs@txdot.gov). He provided DBD of Texas reference markers and ShapeFile of the same markers. He warned that the SHP's data is about 10 years old and may be inaccurate.

Deborah Vermillion said they can provide 2003-2008 now and 2009 in July 2010. Upon my request, she uploaded the files to my locker.smu.edu secured space.

TxDOT wrote back saying they can give me the "Standard Crash Data Extract File" for years 2003 through 2008. I wrote back affirming that I would like to receive these.
